Is the Albanian Riviera in the North or South?

The Albanian Riviera is in the south. It is the name given to the southwestern stretch of coast along the Ionian Sea, running from Vlora down toward Saranda and the Greek border. The northern coast, along the Adriatic, is a separate shoreline entirely and is never called the Riviera. The confusion is understandable, because Albania has a long western coast and the word Riviera gets stretched to cover all of it in casual use. In practice the term is specific. It belongs to the southern, Ionian half of the coast, and locals reserve it for exactly that stretch. Ask in Albania and no one will point you north. The dividing point is Vlora. The city sits where the Adriatic gives way to the Ionian, and once the coastal road climbs the Llogara Pass just south of it, you have crossed into the Riviera proper. Everything from that pass down to the southern border falls under the name. Everything north of Vlora does not. What earns the south that title is its character. This is where the mountains meet the sea head on, where the water turns deep and clear, and where the coast is lined with pebble coves and small villages like Dhërmi, Himarë, and Borsh. The north has its own appeal, with flat sandy beaches and easy access, but it is a different kind of coast, which is why people tend to draw the line between the two halves of the country's shoreline. When people say they want the Riviera, they mean this southern, mountain backed shore, and that is precisely the part of the coast where flat, buildable land is scarcest. Demand points south while supply stays tight, which is the simple reason the southern coast tends to command the most attention and the strongest pricing.
